Title VI of the Civil Rights Act of 1964 provides that “no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any program or activity receiving federal financial assistance.” Two Executive Orders and related statutes further define populations that are protected under the umbrella of Title VI. Executive Order 12898 is concerned with environmental justice for minority and low-income populations. Executive Order 13166 is concerned with providing equal access to services and benefits for those individuals with limited English proficiency (LEP). Every three years, the MPO is required to submit a report that documents the steps it has taken and will take to ensure that it complies with the requirements of Title VI. This 2011 Title VI report is prepared in accordance with the guidance of the Federal Transit Administration (FTA), found in Circular 4702.1A, and incorporates the reporting requirements set forth therein.
