Manager for the Transit Analysis and Planning Group

The Central Transportation Planning Staff of the Boston Region Metropolitan Planning Organization is seeking a Manager for the Transit Analysis and Planning Group. Requirements for this position include nine years of experience in transit analysis and planning (or a closely related field) in large urban environments and a master’s degree in planning, engineering, or other relevant subject. Five years of staff and/or project management experience is also necessary.

Additional requirements include the following:

  • Ability to manage staff, time, and budgets to ensure efficient use of resources
  • Ability to develop effective working relationships with colleagues, clients, and representatives from other agencies
  • Strong analytical skills (both quantitative and qualitative)
  • Excellent written and oral communication skills
  • Good working knowledge of the MBTA system; or demonstrated ability to understand the operations of a large urban transit system
  • Understanding of and interest in policy issues, including those relating to Title VI/Nondiscrimination compliance

Responsibilities include, but are not limited to, the following:

  • Managing a staff of seven to eight full-time professional transit planners, as well as 12 part-time data-collection field staff and, for special survey efforts, up to 50 temporary field staff
  • Providing oversight for a variety of planning projects from inception to completion, while managing the group’s work flow
  • Working closely with other group managers and their staffs to coordinate efforts that cross group and modal boundaries
  • Reviewing the staff’s products to ensure quality
  • Evaluating staff performance
  • Working as a member of the management team to formulate and implement agencywide objectives
  • Performing various administrative functions

Manager of Data and Analytics

The Central Transportation Planning Staff (CTPS) of the Boston Region Metropolitan Planning Organization (MPO) is seeking a Manager to oversee the Data and Analytics Group. The selected candidate will oversee a staff of several transportation planners and Geographic Information Systems (GIS) analysts who support the MPO’s planning process. The work consists of developing, acquiring, maintaining, analyzing, mapping, and publishing data sets, and assisting other staff members in these functions.

The Data and Analytics Group is responsible for providing data development services to internal and external clients. These services include GIS analysis, cartography, database design and development, and software development. Within CTPS, the group provides strategic vision on all aspects of data management. In addition, the group is responsible for responding to data requests from other government agencies, consultants, and the general public.

Requirements:

  • Master’s degree in urban planning, data science, or a related field, with nine years of experience managing data and GIS services in a comparably sized agency; or a bachelor’s degree in urban planning, data science, or related field, with 12 years of experience managing data and GIS services in a comparably sized agency
  • Strong analytical and problem-solving skills
  • Excellent verbal communication skills
  • Good technical writing skills
  • Ability to work both collaboratively and independently
  • Ability to master new technologies quickly
  • Experience working with large amounts of data

Information Technology Manager

The Central Transportation Planning Staff (CTPS) of the Boston Region Metropolitan Planning Organization is seeking a Manager to oversee the Information Technology Group. The selected candidate will administer a computing infrastructure that includes multiple servers, more than a dozen dedicated workstations, approximately 70 desktop systems, and various peripherals and cloud-hosted resources. The Manager of the Information Technology Group, along with a staff of two individuals, will develop and lead multiple strategic-planning initiatives, incorporating feedback from management, group managers, and agency staff. A strong ability to interact with and understand the computer hardware and software needs of a diverse group of planners and engineers is required.

Requirements:

  • Master’s degree in information technology, computer science, or related field, with nine years of experience managing information technology in a comparably sized agency; or a bachelor’s degree in information technology, computer science, or related field, with 12 years of experience managing information technology in a comparably sized agency
  • Strong analytical and problem-solving skills
  • Excellent communication skills, both written and verbal
  • Ability to work both collaboratively and independently
  • Ability to master new technologies quickly
  • Attention to detail; ability to fulfill tasks and prepare technical documentation accurately and consistently
  • Strong background in administering hybrid computing environments that include a mix of Windows, Mac OSX, and Linux operating systems
  • Proven excellence in user support; patience when engaging with users who have a wide range of technical expertise
  • Experience administering:
    • An enterprise backup system, preferably Veritas NetBackup software with an EMC Data Domain appliance
    • An enterprise database, such as Oracle, PostgreSQL, or SQL Server
    • Software as a Service (SaaS), such as Google Apps
    • Centralized administration frameworks, such as Active Directory
    • Server-level virtualization, such as VMware

Familiarity with the following is desirable, but not required:

  • Web service components, such as the Apache web server, Tomcat servlet engine, and Drupal content management system
  • Platform as a Service (PaaS), such as Amazon AWS, Google Cloud Platform, and Microsoft Azure
  • Transportation modeling software, such as Caliper’s TransCAD
  • GIS software, such as ArcGIS and QGIS
  • Programming languages, such as Visual Basic, JavaScript, and Python

Systems Administrator

The Central Transportation Planning Staff (CTPS) of the Boston Region Metropolitan Planning Organization is seeking a systems administrator to work in our Information Technology (IT) Group. The selected candidate will help administer CTPS’s computer and network infrastructure, which includes multiple servers, more than a dozen dedicated workstations, approximately 70 desktop systems, and various peripherals and cloud-hosted resources. The systems administrator will participate in the IT Group’s strategic-planning initiatives, including a review of purchase or lease options. In addition, the chosen candidate will serve as a backup to the CTPS webmaster.

Requirements:

  • Master’s degree in information technology, computer science, or related field and three years’ experience as a systems administrator or bachelor’s degree in information technology, computer science, or related field and five years’ experience as a systems administrator
  • Strong analytical and problem-solving skills
  • Excellent verbal communicator
  • Good writer, especially of technical documentation
  • Ability to work both collaboratively and independently
  • Capable of mastering new technologies quickly
  • Attention to detail; able to fulfill tasks accurately and consistently
  • Strong background in administering hybrid computing environments that include a mix of Windows, Mac OSX, and Linux operating systems
  • Experience supporting and training 50 or more users, including rollouts of new platforms
  • Proven excellence in customer service and user support; patient when engaging with users who have a wide range of technical expertise
  • Experience administering:
    • A backup system—ideally with Veritas NetBackup software and an EMC Data Domain appliance
    • An enterprise database, such as Oracle, PostgreSQL, SQL Server
    • Cloud-based services, such as Google Apps
    • Centralized administration frameworks, such as Active Directory
    • Server-level virtualization, such as VMware

Familiarity with the following is desirable, but not required:

  • The Apache web server and a content management system, such as Drupal

Data Collector Positions

The Central Transportation Planning Staff (CTPS) of the Boston Region Metropolitan Planning Organization (MPO) is seeking part-time data-collection staff. The position of Data Collector involves various types of data-collection activities, including the following:

  • Counting passengers as they board and alight from MBTA vehicles
  • Counting the number of passengers aboard a vehicle at a transit stop or station
  • Interviewing passengers to determine their trip origins and destinations
  • Counting parking spaces and parking utilization
  • Tallying use of fare payment types onboard buses and light rail vehicles

Work assignments range from three to six hours long and some include early morning or late night hours. Data Collectors may work on as many assignments as they would like, up to a maximum of 40 hours per week; the number of available hours varies from week to week. Applicants must have access to a cellphone and, preferably, a car. Knowledge of local geography and the MBTA system is also desirable.

Data Collectors are expected to be competent, reliable, and able to work independently.

The position is open immediately.

The pay rate is $13.00 per hour.
