Director of Transportation Policy and Planning

The Central Transportation Planning Staff (CTPS) of the Boston Region Metropolitan Planning Organization (MPO) is seeking a Director of Transportation Policy and Planning. This individual will report to the Deputy Executive Director and will work closely with that individual and the Executive Director. She/he will have three main areas of responsibility. The first is to work with the managers of the Certification Activities, Transit Analysis and Planning, Graphics, and Editing groups to provide leadership and support. The second is to be a member of the upper management team that directs the overall operations of CTPS. The third is to be the agency’s point person on all civil rights matters, including Title VI, accessibility, and environmental justice. In addition, this individual will occasionally be asked to lead various ad hoc committees and other cross-cutting initiatives within the agency.

The successful applicant must demonstrate the following:

  • Excellent leadership and managerial skills
  • Excellent written and oral communication skills
  • Superb interpersonal competencies
  • Seasoned transportation planning skills and judgement
  • An ability to ensure quality in work being produced within one’s sphere
  • Mastery of principles and practices concerning MPO certification activities: required documents; federal certification requirements and other, pertinent state/federal laws, regulations, policies, and guidance; and federal-aid funding programs and practices
  • Substantial knowledge of and passion for civil rights as relates to the provision of an MPO’s services, plans, programs, and activities
  • A strong interest in transit systems

Required credentials and experience:

  • A master’s degree in planning or a closely related field
  • At least 15 years of planning experience
  • Five or more years of progressively responsible experience in leadership positions
  • Several years of project management experience

Desired, but not required:

  • Experience in transit analysis and planning in large urban environments
  • Massachusetts-specific knowledge of MPO structures and roles, MassDOT’s project development process, and MassDOT’s roadway and transit funding practices
  • Direct, hands-on experience producing a Long-Range Transportation Plan, Transportation Improvement Program, or Unified Planning Work Program
  • Skills in conveying information graphically
