d.  Release of Draft Certification Documents for Public Comment: discussion and vote to approve for public review and comment the draft certification documents, 45 minutes:  

-       Transportation Improvement Program; review of new public comments, presentation on elements of the draft TIP

-       Long-Range Transportation Plan; review of new public comments, review of remaining draft chapters, continued member discussion

-       Unified Planning Work Program; presentation of UPWP Committee recommendation
