This recommendation reflects consideration of factors including current MPO visions and policies (as documented in Paths to a Sustainable Region, the MPO's long-range transportation plan); anticipated MPO goals and objectives, to be documented in Charting Progress to 2040, the MPO's next long-range transportation plan; federal guidance; national goals and planning factors;  contributions to a balanced mix of modes in the region; geographic equity; UPWP Committee member priorities; and other regional priorities.

Funding for New Discrete Projects: $570,000 $318,000 $252,000 These funding levels are based on the estimated FFY 2016 FHWA PL and the FFY 2015 FTA Section 5303 allocations for CTPS and on estimated costs for ongoing and continuing work included in CTPS's draft FFY 2016 UPWP budget. FFY 2016 FHWA PL funds have been reduced by approximately $10,880 per MassDOT guidance. Since the April 16, 2015 UPWP Committee meeting, MPO staff have also added $19,340 (which was previously shown as unallocated funding in the "Balance of Funds" row) to the Data Resources Management program, which is one of the ongoing and continuing UPWP projects and programs.  MPO staff are awaiting FTA Section 5303 allocation amounts for FFY 2016.
