RE: Administrative Modification One to the Federal Fiscal Year 2027 Unified Planning Work Program
The Boston Region Metropolitan Planning Organization (MPO) staff recommend Administrative Modification One to the Federal Fiscal Year (FFY) 2027 Unified Planning Work Program (UPWP) to revise a task description within the Multimodal Mobility Infrastructure Program. Administrative modifications are proposed when minor adjustments are made to the UPWP, such as small changes to task descriptions or activities. These changes must be approved by MassDOT’s Office of Transportation Planning and presented to the UPWP Committee and MPO board thereafter. They do not require a vote of approval or public comment period.
In FFY 2027, staff will analyze existing conditions of the regional transportation system as part of the MPO’s Mobility Action Plan project. Staff propose expanding the analysis of the Mobility Action Plan to include data collection on emerging usage of electric bikes and scooters. This change is being proposed in response to a public comment received on the draft FFY 2027 UPWP, requesting the MPO study micromobility trends in the region. Overall, the goal of this analysis is to establish a baseline of existing mobility infrastructure, identify regional gaps, and recommend priority areas for future mobility improvements.
