A motion to approve the minutes of the meeting of April 30, 2026, was made by the Metropolitan Area Planning Council (Travis Pollack) and seconded by the Town of Arlington (Lenard Diggins). The motion carried.
O. Saccocia explained Adjustment One to the FFY 2026 UPWP, which includes budget transfers among several UPWP line items. O. Saccocia stated that the chart within the FFY 2026 UPWP Adjustment One Memo (PDF)(HTML) explained information on the budget reallocations.
O. Saccocia explained that adjustments can be made for budget transfers between UPWP tasks that are under 25 percent of the original task budget. Adjustments do not require federal approval or public review periods. She stated that staff typically propose budget changes to the current work plan around this time of the year, after reviewing spending patterns in the first three quarters of the year. Budget transfers are made for staff vacancies and evolving program or project needs. O. Saccocia stated that the budget transfers result in a net zero impact on the overall UPWP budget.
A motion to recommend that the board endorse Adjustment One to the FFY 2026 UPWP was made by the Town of Arlington (L. Diggins) and seconded by the City of Boston (Jen Rowe). The motion carried.
O. Saccocia explained that the committee will review the public comment period and some of the minor changes that were made to the draft FFY 2027 UPWP.
O. Saccocia stated that staff received two public comments on the draft work plan. The first comment expressed the desire for the MPO to gather and analyze data on micromobility usage in the region. Rose McCarron (MPO staff) explained that there are several options for the MPO to explore this topic. R. McCarron stated that the Vision Zero program will analyze the types of devices that are recorded in crash reports. She also explained that the MPO is beginning to develop a Mobility Action Plan, and staff are exploring ways to include analyses of emerging micromobility usage as part of this project.
O. Saccocia stated that the second comment was a letter of support from the MBTA Rider Oversight Committee that expressed support for the discrete studies that were chosen and expressed desire to fund more discrete studies in the future. The letter also expressed a continued and strong support for the transit working group. O. Saccocia provided more information about the Transit Working Group, which convenes members of regional transit authorities, transportation management associations, and municipalities that operate their own transit services. She stated that in FFY 2027, the Transit Working Group plans to focus on a project that directly addresses coordination gaps in the regional transit network and the challenges of coordinating those services.
O. Saccocia then noted the minor changes that were made to the draft document, which included corrections of typos, additional detail on the MPO’s direct costs and overhead rate, and a correction of a budget number for the FFY 2026 Information Technology Resource Management line item.
L. Diggins thanked MPO staff for an email that responded to the questions he asked at the last UPWP Committee meeting.
A motion to recommend the board endorse the FFY 2027 UPWP was made by the Town of Arlington (L. Diggins) and seconded by the Three Rivers Interlocal Council (Tom O’Rourke). The motion carried.
