Improving the Southeast Expressway: A Conceptual Plan

The Southeast Expressway is the only express highway connecting downtown Boston with points to the south. It experiences some of the worst congestion and longest queues in the region. Since 1995, two HOV lane facilities have been constructed on this highway: the zipper lane, between Dorchester and the Braintree Split, and a pair of HOV lanes in Boston’s South End, constructed in conjunction with the Central Artery/Tunnel Project. This study describes how a dedicated reversible lane could be constructed to connect those two facilities. Additional benefits of the overall plan include an auxiliary southbound lane between Southampton Street and Columbia Road, and a second track on the Old Colony rail line between Southampton Street and the Neponset River.
